Novice Engineer is a minion card that when played allows you to draw a card.
The Novice Engineer is a 1/1 card, which is not ideal for a 2 Mana Minion. However, this card shines with its Battlecry ability to draw a card and gain a card advantage. The Novice Engineer is also worth its weight in Mana by the late game if drawing one in an attempt to top deck a more powerful 7 or 8 mana card that can turn the tide of the match. Do not let the 1/1 stats convince you otherwise, this card oozes in value due to its card draw and is commonly seen in many decks.
On the flipside, against a Priest who draws a Northshire Cleric in the first turn, it is recommended not to coin this card nor play it on Turn 2. Doing so would encourage the Priest player to attack the Engineer, heal the Cleric and gain a free card draw.
Likewise, the two Brewmaster cards can allow you to play the Novice Engineer again for the same 2 Mana cost and benefit from the Battlecry again, granting you yet another card.

Engineering is a learnable profession in World of Warcraft and lore-wise is one of the predominant professions in Gnomish society, hence why the engineer depicted in the card is a gnome. Although Novice is not a rank in World of Warcraft (Apprentice is actually the first rank of a trainable profession), novice means a similar thing.
